122 Mr. Quinn asked the Minister for Foreign Affairs if his Department received an information note from the CSO in June 1998 in relation to the changeover to GNP, GDP ESA 95 exhaustive measurements; the reason his Department failed to adopt these measurements in respect of ODA as a percentage of GNP measurements in line with the UN norm; and if he will make a statement on the matter. In June 1998 the Central Statistics Office issued a general information notice to all Departments entitled Forthcoming Developments in National Accounts. This notification provided technical information concerning changes to the method of measuring the national accounts that were to be introduced over a period. The implications of the changes for the estimation of the ODA-GNP rates were not clarified until September 1999 when it was notified that the old system should no longer be used as a basis for calculation.
