55 Mr. Broughan asked the Minister for Public Enterprise her views on the implementation of EU Council Directive 96/67/EC on ground handling in view of concerns that there will be no approval process in place for third party ground handling suppliers from December 1999. [24826/99]

Regulations to implement the ground-handling directive were signed by me on 16 December, 1998.

The regulations include a regulation setting out the approval procedure to be followed by third party groundhandling suppliers seeking to engage, for the first time, in activities at airports whose annual traffic is not less than 1 million passenger movements.

Suppliers of ground handling services who were already engaged in such activities at an airport at the time I made the regulations were deemed to be approved suppliers for those services for a period of two years.
