Question:

91 Dr. Upton asked the Minister for Justice, Equality and Law Reform the steps, if any, he has taken to ensure that youth and community organisations can access relevant Garda information regarding the possible criminal records of job applicants; when this matter will be resolved in order that youth and community groups can recruit staff and volunteers with due regard to child safety; and if he will make a statement on the matter. I refer the Deputy to my reply of 15 June, 1999 to Parliamentary Question No. 362. In that reply I referred to the fact that at my request the Garda Commissioner was undertaking an urgent review of Garda clearance arrangements in the childcare area generally.

Also, I stated in my reply to Question No. 87 on 23 November that the Garda authorities have completed their review of this matter and their report is currently with the Garda Commissioner for consideration of the operational procedures and resource requirements necessary to support the clearance system in the area in question.

I expect to hear from the commissioner in the near future when he has completed his consideration of these matters.
