Vol. 512 No. 2

Written Answers. - Human Rights Protection.

Ivor Callely

Question:

80 Mr. Callely asked the Minister for Foreign Affairs the progress, if any, made to ensure that the Chinese authorities are offering appropriate care to orphans and the disabled; and if he will make a statement on the matter. [25747/99]

I am particularly concerned about the case of Chinese orphans and the disabled. These issues received considerable media attention some time ago, as a result of which the Chinese authorities took steps to respond to international criticism.

I understand that the Chinese authorities agreed to co-operate with UNICEF on the development of a model institute and staff training programme that would help in the development of appropriate standards in the relevant institutions. In addition, Ireland has provided funding to co-finance a number of specific projects in China towards the same end.

The first six-monthly reports on the projects which received Irish financing are due in the new year. Equally a report on the UNICEF programme is still awaited. I shall be pleased to share the findings of these reports with the Deputy when the information becomes available.
