20 Ms Shortall asked the Minister for Agriculture, Food and Rural Development the steps, if any, he is taking to establish an independent agency to administer FEOGA and other payments; and if he will make a statement on the matter. [26471/99]

25 Mr. Kirk asked the Minister for Agriculture, Food and Rural Development if his attention has been drawn to the serious implications for the future of the agricultural industry if the proposed premia and grant payments agency is established; and if he will make a statement on the matter. I propose to take Questions Nos. 20 and 25 together.

I will bring forward proposals to Government in the near future in connection with these matters. The issues involved are being considered actively and I hope to have them resolved shortly.

I am very much aware of the potential implications for the agricultural sector, and in particular for the delivery of payments to farmers, of alternative institutional structures. These considerations are central to my efforts to secure an organisational outcome which will best cater for the needs of farmers as clients as well as ensuring maximum accountability and best value for money.
