111 Mr. Farrelly asked the Minister for Agriculture, Food and Rural Development if it is his intention, in the review of the milk quota scheme, to allow dairy farmers access to quotas which have been leased by them over the last few years under the previous scheme regardless of their own quotas; if he will exclude these developing farmers from access to such quotas; and if he will make a statement on the matter. The regulatory framework arising from the Agenda 2000 agreement allows for greater flexibility in the operation of the milk quota regime. I have decided to take the opportunity to make significant changes in the system which operates in Ireland in order to ensure that active, committed producers have greater access to quota over the coming years.

I will be announcing the details of those changes in the near future.
