Michael Creed

Question:

219 Mr. Creed asked the Minister for Agriculture, Food and Rural Development if he will review an area aid application by a person (details supplied) in County Cork who inadvertently ticked the forage section instead of the arable silage section; the payment which would have been made to him if this genuine mistake had occurred; and if he will consider the financial hardship this will cause. [1064/00]

As stated in my most recent reply on 24 November 1999 to a parliamentary question in this matter the person named claimed a total of 53.06 hectares of forage area on his 1999 area aid application. This application has been fully processed and payment has issued under the special beef premium scheme.

There is no provision under the arable aid scheme, for payment in respect of arable silage.

Question:

220 Mr. G. Reynolds asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Leitrim will receive 1998 cattle headage. [1065/00]

The person named applied on 19 beef cows and 14 other animals under the 1998 cattle headage scheme. One of the animals applied on, tag number LEA985328, was not in his ownership and possession at the time of application and consequently he was ruled out of the scheme for 1998 in accordance with the terms and conditions governing the 1998 cattle headage scheme. The person named appealed this decision to the independent headage and premia appeals unit where, while the case was fully re-examined, the decision was upheld.

Question:

221 Mr. Creed asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Cork only received half payment in respect of a 1999 hardship grant. [1066/00]

Under the terms and conditions of the hardship grant scheme, the onus is on the herdowner to apply for the grant. Payment is determined by the date of receipt of the completed application form ER97 in my Department's district veterinary office (DVO) and the applicant is not eligible to receive payment in respect of any period prior to the date of receipt of the completed application form in the DVO or after his-her holding has been derestricted.

A completed ER97 was received by the DVO from the herdowner in question on 3 March 1999. Therefore the hardship grant paid to him represents his maximum entitlement as it covers the period from that date to 13 April 1999 on which date his holding was derestricted.

Gerry Reynolds

Question:

222 Mr. G. Reynolds asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Sligo has not received 1999 headage payments. [1067/00]

The person named has claimed the sole right to a commonage parcel. However, he has only provided legal evidence showing that he has grazing rights on this particular commonage. Other herdowners are also claiming a right to graze this commonage, and some have provided documentation to that effect. Since there is an overclaim for the commonage as a whole this matter is currently being examined and any herdowners who have thus far not provided evidence for their claim have been con tacted. No payments can issue until all outstanding matters have been resolved.

Jim Higgins

Question:

223 Mr. Higgins (Mayo) asked the Minister for Agriculture, Food and Rural Development the reason a person (details supplied) in County Mayo has not been paid a reactor grant. [1068/00]

The appropriate reactor grants issued to the person in question on 9 December 1999.

In addition, two monthly income supplement payments have been made to her and a third such monthly payment is being processed for payment in due course.

The person in question has also applied for a hardship grant and an initial grant payment will also be processed for payment to her shortly.

Question:

224 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive the remainder of a cull ewe payment on the culling of 19 animals. [1069/00]

Under the Dúchas compensation scheme for ewes culled under the ewe supplementary measure 1998 the rates of payment were fixed at £25 for the loss of each premium under the 1999 ewe premium scheme, £11 for the loss of each grant under the 1999 sheep headage scheme and £2 for each ewe culled. The maximum payable on any ewe was therefore £38. According to my Department's records for the 1999 schemes, the person named suffered no loss of premia and he was at the loss of 28 sheep headage grants at £11 each. He also received £2 for each of the 19 ewes that he actually culled in 1998. Therefore, the payment of £346 which he received was his full entitlement under the scheme.
