Question:

272 Mr. Yates asked the Minister for Agriculture, Food and Rural Development if his attention has been drawn to the situation whereby purchasers of cattle can be duped or misled into believing that certain subsidies of the special beef premium are available on these animals when replacement cards are issued for these animals and used by the vendor and are not punched or stamped by his Department stating that a subsidy has been claimed; if his Department will make it obligatory before these cattle are presented for sale that, where replacement cards are issued, there is an obligation on the vendor to have them punched and stamped in order that any purchaser cannot be misled; and if he will make a statement on the matter. Procedures are in place in my Department's district veterinary offices whereby when a replacement passport-cattle identity card is issued the premium status of the animal is checked and recorded on the card prior to issue. The onus however is on the herdowner at all times to be aware of the premium status of animals. If a herdowner is uncertain as to the premium status of the animal he or she should contact his or her district veterinary office for clarification of the position.
