Question:

321 Mr. Perry asked the Minister for Agriculture, Food and Rural Development further to Parliamentary Question No. 175 of 14 December 1999, the progress, if any, made on the area aid application by a person (details supplied); and if he will make a statement on the matter. [1976/00]

My Department received an application under the 1999 cattle headage scheme on 26 May 1999 in respect of the herd number quoted. While the person named is the registered herd owner it was established at an inspection carried out on his herd on 9 December 1999 that another person signed the registered herdowner's name on the application. The person named has already been informed in writing that he is not entitled to grants. The matter is now being investigated further in my Department with a view to establishing who exactly is the beneficial owner of the animals held under the herd number quoted.

Question:

322 Mr. Perry asked the Minister for Agriculture, Food and Rural Development if his attention has been drawn to the fact that a person (details supplied) has not received 1999 cattle headage; the reason for the delay; if difficulties will be resolved; and if he will make a statement on the matter. [1977/00]

The position is that the person named appealed the decision on his 1999 cattle headage and suckler cow premium applications to the independent headage and premia appeals unit where the case was fully re-examined. He was notified on 20 January 2000 that his appeal was successful. It has been decided that under the 1999 cattle headage scheme no grant will be paid to him on animal tag number ELA468055 and that the grants payable on the remaining animals will be subject to a reduced payment in accordance with clause 28 of the terms and conditions governing the scheme. Under the 1999 suckler cow premium scheme payment will be made on the basis of his suckler cow quota of six cows. The person named will be paid his entitlement under the 1999 cattle headage scheme and the 60% advance under the 1999 suckler cow premium scheme payment within the next three weeks.
