Dinny McGinley

Question:

130 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when a cattle headage payment will issue to a person (details supplied) in County Donegal. [3919/00]

The person named amended his original 1999 area aid application to include a new plot. This new plot is currently being entered on the Department's electronic database. When this process has been completed, any payments due will issue.

Question:

131 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive a 1999 sheep headage payment in view of the fact that he returned maps to the area aid unit last November. [3955/00]

The person named included commonage in his 1999 area aid application, but did not provide proof of his entitlement to claim this commonage. The herdowner was contacted in this regard and has since provided sufficient proof.

In addition, the person named did not initially supply the maps necessary to process his 1999 area aid application. Therefore, the area aid unit also issued maps to him to enable him to outline the boundaries of land claimed by him. A response has since been received and the details are now being entered on the Department's electronic database. Payments cannot issue until this process is completed.

Question:

132 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive the balance payment on his sheep headage and premia on 98 sheep. [3935/00]

Payment of the balance due under the 1999 sheep headage scheme was made to the person named on 8 February 2000.

Payment of the first and second advance of the 1999 ewe premium was made to the person named on 11 June 1999 and 20 October 1999, respectively. The final instalment will be paid within a week of the regulation authorising payment being published in Brussels. I understand publication of the regulation is imminent.

Question:

133 Mr. Creed asked the Minister for Agriculture, Food and Rural Development the situation regarding an application for installation aid by a person (details supplied) in County Cork. [3937/00]

This application could not be processed until the applicant had farmed for the necessary full production year and this was achieved by December 1999. The applicant has been requested to provide further relevant documentation. When this is received, processing of the application will proceed with a view to early payment.

Question:

134 Mr. Creed asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Cork will be paid three outstanding grants under the farm improvement scheme. [3938/00]

Two grant payments totalling £989 issued to the person named on 9 February under the farm improvement programme. A further payment of £792 under the programme will issue within the next two weeks.

Question:

135 Mr. Naughten asked the Minister for Agriculture, Food and Rural Development when a decision will be made on the application for suckler cow quota by a person (details supplied) in County Roscommon; and if he will make a statement on the matter. [3939/00]

The person named has applied for an allocation of suckler cow quota from the year 2000 national reserve. He applied under category D which is reserved for farmers who do not qualify under the priority categories A, B or C.

More than 7,200 farmers have applied for reserve quota and their applications are currently being examined. It is not possible to say at this stage, what the result of any individual application will be but all applicants will be informed, by the end of February at the latest, of the result of their applications.

Question:

136 Mr. Ring asked the Minister for Agriculture, Food and Rural Development if a person (details supplied) in County Mayo has received full entitlements under the cull ewe scheme. [3940/00]

Under the Dúchas compensation scheme for ewes culled under the 1998 ewe supplementary measure the rates of payment were fixed at £25 for the loss of each premium under the 1999 ewe premium scheme, £11 for the loss of each grant under the 1999 sheep headage scheme and £2 for each ewe culled. The maximum payable on any ewe was, therefore, £38.

A re-examination of my Department's records for the 1999 schemes shows that the person named was at the loss of 98 ewe premia but the initial payment made by Dúchas was in respect of 58 ewe premia. Arrangements are being made with Dúchas to have a balancing payment issued as soon as possible.

He suffered no loss in respect of sheep headage grants. He has been paid in full for the number of ewes culled.

Question:

137 Mr. Creed asked the Minister for Agriculture, Food and Rural Development if he will review the decision to refuse additional milk quota to a person (details supplied) in County Cork; and if he will take into account the medical evidence submitted. [3941/00]

The eligibility criteria for the allocation to producers of the additional 20.5 million gallons of milk quota negotiated under Agenda 2000 were set out in my reply to parliamentary Question No. 42 of 9 December 1999.

It was necessary to set strict eligibility criteria for the allocation of the extra quota to maximise its effect. On the basis of the information available to my Department, the person named does not meet all of the eligibility criteria for an allocation from the 15 million gallons set aside for active milk producers with quotas of less than 55,000 gallons.

I will, however, announce details in due course for the allocation of the remaining 500,000 gallons that has been set aside for special cases arising out of the operation of the general distribution and if the person named qualifies under that scheme he may apply at that stage.

138 Mr. M. Moynihan asked the Minister for Agriculture, Food and Rural Development when a control of farmyard pollution grant will be paid to a person (details supplied) in County Cork. [3986/00]

Payment under the national control of farm pollution scheme will issue to the person named within the next ten days.

Question:

139 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when a suckler cow payment will be made to a person (details supplied) in County Donegal. [3987/00]

The person named was paid £79.88 advance payment of the 1999 suckler cow premium on 25 November 1999. A further payment of euro compensation amounting to £7.09 was paid on 20 December 1999. The balance of £53.26 under the 1999 suckler cow premium scheme will be paid to the person named within the next seven days.

Jimmy Deenihan

Question:

140 Mr. Deenihan asked the Minister for Agriculture, Food and Rural Development when ten month beef premium payments will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [4073/00]

The person named applied for special beef premium in respect of 15 animals on 9 November 1999. The applicant subsequently informed the special beef premium unit that one animal died within the retention period and thus payment is not due in respect of that animal. A payment of £1,078.68 will issue shortly in respect of the 14 eligible animals.
