Dinny McGinley

Question:

164 Mr. McGinley asked the Minister for Agriculture, Food and Rural Development when a 1999 REP scheme payment will issue to a person (details supplied) in County Donegal. [5145/00]

The person named has been chosen at random for a pre-payment inspection. Arrangements are being made to have the inspection carried out as soon as possible, but payment cannot issue until the inspection has taken place.

Question:

166 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive 1999 headage and premia payments. [5167/00]

The person named applied on two animals under the 1999 cattle headage scheme. His entitlement was £64 but because of an overpayment of £111.44, which occurred under the same herd number under the 1989 cattle headage scheme, the grant of £64 was incorrectly recouped. I have arranged for payment of £64 to issue to him within the next 14 days.

The person named applied on two animals under the 1999 suckler cow premium scheme. Clause 15 of the terms and conditions governing this scheme states that an eligible suckler cow ‘is a cow, that is a bovine animal that has calved at least once already'. My Department wrote to the person named on 18 August 1999 requesting dates of calving of both animals he applied on under the scheme. He contacted my Department by telephone on 20 August 1999 and confirmed that he was not applying for grants under this scheme. In any event, since the animals applied on were heifers, he is not eligible for payment under the 1999 suckler cow premium scheme.

167 Mr. Ring asked the Minister for Agriculture, Food and Rural Development if a person (details supplied) in County Mayo has received his full entitlement to 1999 headage and premia payments. [5169/00]

(Mr. Walsh): Under the 1999 sheep headage scheme the person named received his full entitlement including top-up on 2 February 2000.
The person named was not an applicant under the 1999 ewe premium scheme.

168 Mr. Perry asked the Minister for Agriculture, Food and Rural Development if he will resolve all outstanding difficulties on a REP scheme payment for a person (details supplied) in County Sligo and have the payment released in view of the fact that all documents have been lodged since December 1999; and if he will make a statement on the matter. 169 Mr. Finucane asked the Minister for Agriculture, Food and Rural Development the status of the appeal by a person (details supplied) in County Limerick who has had a reduction in a REP scheme payment; and if he will favourably consider the restoration of the full REP scheme payment in view of the affidavit as presented. The person named has written to my Department to seek a review of the decision to impose a penalty for the late submission of his application for fourth year payment under the REP scheme. The matter is under consideration. My Department will be in contact directly with the person named when a final decision has been reached.

170 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive 1999 sheep headage and premia. [5172/00]

The applicant has included parcels in his 1999 area aid application in respect of a commonage on which an overclaim exists. My Department is examining the various claims on the commonage land involved with a view to establishing the entitlement of all claimants. No payments can issue until this process has been completed.

171 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive compensation for reduced REP scheme payment due to euro conversion. [5173/00]

172 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when compensation will be paid to REP scheme applicants whose payments were reduced as a result of the euro conversion. [5174/00]

I propose to take Questions Nos. 171 and 172 together.

Following receipt of formal clearance from the EU Commission, arrangements have been made to issue compensation payments to participants in the rural environment protection scheme in respect of the reduction in payments made in 1999 which arose from the introduction of the euro. The payments will issue this week.

173 Mr. Ring asked the Minister for Agriculture, Food and Rural Development when a person (details supplied) in County Mayo will receive 1999 sheep headage and premia in view of the fact that she has returned her area aid application duly amended. [5175/00]

As stated in my reply to Parliamentary Question No. 157 of 1 February 2000, the person named submitted a 1999 area aid application form, which had not been completed correctly. Following contact made by my Department, her 1999 area aid application has now been fully processed. Any payments due will issue as soon as possible.
