The EU Commission published a proposed directive on the taxation of energy products in March 1997. The proposed directive has been discussed at working party level and at ECOFIN, but to date it has not been possible to reach agreement. There has not been a formal vote on this particular issue, and, therefore, the question of a veto has not arisen.
