Question:

214 Mrs. B. Moynihan-Cronin asked the Minister for the Environment and Local Government the proposals, if any, he has to amend the Housing (Registration of Rented Houses) Regulations, 1996, in order that local authorities can successfully prosecute for non-compliance; and if he will make a statement on the matter. [6947/00]

Enforcement by local authorities of the Housing (Registration of Rented Houses) Regulations, 1996, has been adversely affected following an unsuccessful court action brought by Ennis UDC against a number of landlords. On foot of this, new regulations, entitled the Housing (Registration of Rented Houses) (Amendment) Regulations, 2000, were signed by me on 24 January 2000 and are currently laid before the Houses of the Oireachtas. The new regulations are designed to address the legal difficulties that arose in the Ennis case.
