91 Mr. Lawlor asked the Minister for the Environment and Local Government the plans, if any, he has to introduce on-the-spot fines relating to the parking of some heavy goods vehicles in residential areas in order to assist the local authorities and particularly the gardaí who have to pursue offenders through the time consuming method of summonses and court appearances; and if he will make a statement on the matter. Most parking offences, including that of contravening restrictions on the parking of heavy goods vehicles where these apply, may be dealt with through the imposition of on-the-spot fines.
