237 Mr. Kirk asked the Minister for Agriculture, Food and Rural Development if he will define the phrase "exceptional reasons" in relation to the new temporary leasing regulations for those who wish to continue temporary leasing of their quota and if he will make a statement on the matter. [8921/00]

I previously informed the House of the changes I am introducing to the management of the milk quota regime in Ireland. These changes, which are designed to provide greater certainty to active producers and particularly those in the smaller categories, include a provision in relation to temporary leasing by persons no longer involved in milk production.

I am conscious, however, of the need to cater for people who, because of their particular circumstances, cannot resume milk production in the immediate term but have the intention that either they or a successor will resume within a definite period of time. Such circumstances could, for instance, include family bereavement or serious illness. I will in the near future outline the circumstances in which exemptions from the general rules may be considered.
