Question:

192 Mr. Sargent asked the Minister for Public Enterprise her views on the statement by the Dublin Chamber of Commerce that the Government has prepared legislation to privatise bus transportation; and if she will ensure the issue is discussed in Dáil Éireann and with those managing and operating Bus Átha Cliath before any other proposals are announced. My Department has not prepared legislation to privatise bus transport. Following a Government decision last November, my officials are currently undertaking an urgent review of the Road Transport Act, 1932, with a view to the introduction of competition in Dublin bus services. Wide consultation has taken place as part of this review and my officials are at present considering written submissions and meeting key stakeholders to explore their views.

Following completion of the review, I expect to be in a position on 11 April next to present my report to the Cabinet sub-committee on infrastructural development and public private partnerships for its consideration. The report will set out broad parameters for a new regulatory framework for the bus market in Dublin. Further consultation will be necessary regarding the detail of any specific proposals for new legislation which may arise. In any case, any new legislative measure would require approval by Cabinet and full debate in the Houses of the Oireachtas in the normal way.
