169 Mr. J. Bruton asked the Minister for Health and Children the plans, if any, he has to consult the Opposition on the composition of the commission he is establishing on assisted human reproduction; and if he will ensure that there is broad political consensus on the terms of reference of this body. The position with regard to this matter is that, arising from recent proposals I submitted to Government in relation to the need for a Commission on Assisted Human Reproduction, the Government agreed to the establishment of such body with the following terms of reference "to prepare a report on the possible approaches to the regulation of all aspects of assisted human reproduction and the social, ethical and legal factors to be taken into account in determining public policy in this area."
In drawing up the composition of the commission, which will be chaired by Dr. Dervla Donnelly, regard was had to the need for representation from the main fields of relevant expertise, including medical, nursing, scientific and legal. In addition, the commission will be required to seek submissions from the public and to consult appropriately to establish the views of service providers. The commission will also be required to consult with philosophical and theological experts to ensure that their perspectives are considered and reflected, as appropriate. In light of the foregoing, the question of consulting the Opposition on the composition of the commission does not arise.
