Question:

51 Mr. O'Shea asked the Minister for Arts, Heritage Gaeltacht and the Islands the research, if any, carried out by her or on behalf of her Department into the social consequences of television advertising targeted at children under 12 years of age; if not, if she will consider commissioning qualitative research on this topic as a matter of urgency; and if she will make a statement on the matter. My Department has not carried out any research in the area of television advertising directed at under 12's nor have I commissioned any other party to do so. As I indicated in my reply to Question No. 1, on 2 March 2000, responsibility for drawing up codes specifying the codes and standards, practice and prohibitions in advertising, sponsorship and other forms of commercial promotion in broadcasting services will devolve to the Independent Radio and Television Commission, to be renamed the Broadcasting Commission of Ireland, under the provisions of the Broadcasting Bill, 1999, when it is enacted.

To embark on a substantial research programme at this stage would impinge on the future work and status of the Broadcasting Commission of Ireland.
