96 Mr. McGuinness asked the Minister for the Marine and Natural Resources if a qualified person is employed in the Department to develop information communication technology systems for use in the Department, on an inter-Department basis and outwards to conduct business with the general public and public representatives. [11650/00]

My Department does not carry out systems development in-house and, consequently, does not employ persons qualified to develop ICT systems. The existing IT staff resource in the Department, who engage in continuous training and updating of technical skills, are engaged primarily on network administration and technical support.

The Department has advanced strategy and development plans for information technology, IT, the aim of which is to meet the requirements of electronic Government. The IT strategy plan outlines the key strategies for the Department's information needs, software applications, technical architecture, IT management, human resources and quality of services. A three-year IT development plan is being finalised to achieve the goals identified in the strategy. The plan identifies a number of projects which, together with ongoing developments, aim to deploy appropriate technology to provide for modern communications based on internet technologies.

The successful implementation of the plan is dependent on the provision of additional resources. Negotiations are currently under way between my Department and the Department of Finance in this regard.
