207 Mr. Deenihan asked the Minister for Arts, Heritage Gaeltacht and the Islands when she will announce the findings of the Flynn Report; if the formal issuing of the Digico information memorandum will take place before the Dáil summer recess; and if she will make a statement on the matter. The process of developing a transaction structure to establish a digital terrestrial television – DTT – entity is ongoing. However, as I have already indicated to the House, difficulties have arisen in the process of establishing a DTT entity as originally envisaged. I have been forced to consider alternative approaches with a view to moving the project forward in a manner most likely to achieve the successful establishment of the DTT platform. I have also engaged a facilitator to promote a common understanding of certain issues among RTE, the RTE trade union group – TUG – and the RTE network employees likely to transfer to the new DTT entity and to facilitate the presentation of information to me on the positions of these parties. The facilitator's task in this regard is ongoing and his report will be important in informing the development of proposals to move the project forward. A decision on the timing of the issue of the information memorandum to potential investors will be made after the structure of the transaction process has been determined.
