52 Mr. McDowell asked the Minister for Health and Children his response to the demand by family doctors for a 20% increase in GMS eligibility; and if he will make a statement on the matter. [14529/00]

The philosophy underlying the medical card scheme, as enshrined in the relevant legislation, is concerned with providing a high quality health care service for those unable, without undue hardship, to provide a service for themselves or their dependants. The commitment to this principle of equity which ensures availability of medical treatment is based on need rather than ability to pay is consistent with the most effective and efficient use of public resources. Moreover decisions on eligibility in every individual case are made, under law, by the chief executive officer of the relevant health board, who in determining eligibility may have regard not only to annual income guidelines but any other factor that he or she considers relevant to circumstances of the particular individual in question. Accordingly I am satisfied that the present eligibility structure of the medical card scheme is fair and proper and I have no plans to make any changes in this area.
