I have recently obtained Government approval to examine the feasibility of constructing a bridge from the mainland side of Haulbowline Bridge to Spike Island.
Indicative costings for the proposed bridge are in the order to £8 million to £10 million. At present, a ferry and barge service is provided by a private company at an annual cost of £400,000 approximately. The provision of the bridge would also achieve savings in relation to staff costs, £80,000 per annum approximately at present, and the costs, 33.3% premium approximately, for all prison construction, refurbishment and maintenance works on the island and supplies and deliveries to the island. Prison service officials estimate the savings involved to be of the order of £750,000 per annum excluding payments for the new bridge.
The feasibility study will cover not only construction, but also the various financial options by way of public private partnerships available which will project the possible lease back costs.
