Question:

184 Mr. R. Bruton asked the Minister for Justice, Equality and Law Reform the rules of operation for Garda vehicles which are pursuing joyriders or others seeking to evade pursuit, so that other members of the public would not be endangered; and if he will indicate the insurance cover that Garda vehicles carry which would compensate either gardaí or members of the public who might suffer an accident. I am informed by the Garda authorities that, for operational reasons for the prevention and detection of crime and for the protection of the public, they do not propose to reveal the rules of operation sought by the Deputy. As regards the question of insurance, the position is that the State carries its own insurance and, in general, accepts liability for and discharges claims made against its officers arising out of actions undertaken in the course of authorised duties.
