Assistant Secretary Pay Range
In 1990, on foot of the recommendations contained in report No. 30 of the review body on higher remuneration in the public sector, a pay range was introduced in place of the pay scale for the grade of assistant secretary for existing staff and future appointees. Serving assistant secretaries, however, could opt not to have the new arrangements applied to them, in which circumstances the existing scale arrangements would continue to apply. The pay scale for these assistant secretaries since 1 May 1995 is as already set out.
Assistant Secretary Bonus Scheme
In 1994, on foot of the recommendations contained in report No. 35 of the review body on higher remuneration in the public sector, a bonus scheme was introduced for assistant secretaries. Each year 4% of the paybill for the previous year for the assistant secretaries in a Department-office is available to the head of the Department-office to cover the payment of lump sum bonuses to assistant secretaries. The purpose of the bonus scheme, as specified by the review body, is to recognise and reward exceptional performances by assistant secretaries. The number of the bonuses, if any, and the scale of individual bonuses, paid in a particular Department-office is totally at the discretion of the head of the Department-office.
