Question:

95 Mr. Durkan asked the Minister for Public Enterprise the degree to which the mobile telephone service compares favourably with the services in other EU member states; her views on whether the industry and the consumer here have fully benefited from competition; and if she will make a statement on the matter. [17620/00]

To my knowledge the mobile telecommunications services available within the State are of a quality that is consistent with that available in the rest of Europe. Mobile telecommunications operators are required to comply with quality of service conditions laid down by the Director of Telecommunications Regulation. These conditions are specified in their telecommunications licences. It is also a function of the director to monitor compliance with these conditions.

The availability of a top quality telecom munications system, covering fixed and mobile services, is important for economic and social development as well as for economic growth and competitiveness. It is generally recognised that one of the best ways to bring this about is to foster a pro-competition environment that stimulates ongoing investment in both infrastructure and services.
The delay in the award of the third mobile licence, due to litigation, was not helpful with regard to increasing competition in the sector. It is generally accepted that a third operator is necessary to provide adequate competition and impact on pricing. However, now that the matter is resolved I am confident we will see further significant tariff reductions in the future. The forthcoming licensing of third generation mobile telephony services will also increase competition in the sector.
