Finance (No. 2) Bill, 2000: Financial Resolutions.

I move:

"THAT provision be made in the Act giving effect to this Resolution so as to secure, in the manner and to the extent specified in that Act–

(a) that there shall be charged on 6 April in each of the years 2001, 2002 and 2003 a tax on residential property to be called Anti-Speculative Property Tax, and

(b) that the said tax shall be paid by the persons, in such circumstances and at such rate as may be specified in that Act.".

"THAT the provisions of section 4 of the Finance (No. 2) Bill, 2000 which relate to the definition of a first time purchaser as provided for by that section, be amended in the manner and to the extent specified in the Act giving effect to this Resolution.".

"That the provision of section 5 of the Finance (No. 2) Bill, 2000, which contains interpretation of Part 2 of that Bill, be amended in the manner and to the extent specified in the Act giving effect to this Resolution.".
