236 Mr. Quinn asked the Minister for the Marine and Natural Resources the committees, boards, companies or other bodies under the auspices of his Department which were established pursuant to statutory instrument; if he will give details of the statutory instrument in each case; if there are any proposals to have the body in question given a basis in statute as opposed to statutory instrument; and if he will make a statement on the matter. 238 Mr. Quinn asked the Minister for the Marine and Natural Resources the committees, boards, companies or other bodies under the auspices of his Department which it is proposed to establish; if it is intended that each such body will have a statutory basis; and if he will make a statement on the matter. [19691/00]

I propose to take Questions Nos. 236 to 238, inclusive, together.

I understand that it has been agreed with the Deputy that information in respect of Departmental committees is not required. Information in relation to boards and companies as sought by the Deputy is set out as follows.

1.Bodies which were established otherwise than pursuant to statute or statutory instrument: COFORD – the Council for Forest Research and Development – is a non-statutory co-ordinating body for forestry research and development. There are no current proposals to give COFORD a statutory basis.

2.Proposals for establishment of bodies: It is proposed to establish the marine casualty investigation board in accordance with the provisions of the Merchant Shipping (Investigation of Marine Casualties) Acts, 2000 (No. 14 of 2000) in the near future. The board will be established on a statutory basis by way of a commencement order signed by the Minister

3.Bodies which were established pursuant to statutory instrument: National Salmon Commission – Section 55A, inserted by section 22 of the Fisheries (Amendment) Act, 1999, of the Fisheries Act, 1980, provided for the establishment by order of a committee to be known as the National Salmon Commission. The Minister made the National Salmon Commission (Establishment) Order, 2000, (S.I. No. 80 of 2000) on 21 March 2000. There are no proposals to give the commission a basis in statute as opposed to statutory instrument.
