Messages from President.

I would like to inform the House of messages from the President on the Planning and Development Bill, 1999, and the Illegal Immigrants (Trafficking) Bill, 1999.

I received messages from the President stating that, after consultation with the Council of State, she had referred Part V of the Planning and Development Bill, 1999, and sections 5 and 10 of the Illegal Immigrants (Trafficking) Bill, 1999, to the Supreme Court pursuant to Article 26 of the Constitution for a decision on the question as to whether that Part of the Planning and Development Bill, 1999, and those sections of the Illegal Immigrants (Trafficking) Bill, 1999, were repugnant to the Constitution or to any provision thereof.

I subsequently received messages from the President stating that the Supreme Court had decided that Part V of the Planning and Development Bill, 1999, and sections 5 and 10 of the Illegal Immigrants (Trafficking) Bill, 1999, were not repugnant to the Constitution or to any provision thereof and that she had accordingly signed both Bills on 28 August 2000.
