308 Mr. Quinn asked the Minister for Public Enterprise the proposed statutory instruments being prepared in, or under the auspices of her Department; the proposed effect of each; and if she will make a statement on the matter. [19618/00]

Purpose

European Communities (Approximation of laws of Member States with regard to the transport of dangerous goods by rail and adapting to technical progress) Regulations 2000 (Provisional Title).

To transpose Council Directive 96/49/EC of 23 July 1996 on the approximation of the laws of Member States with regard to the transport of dangerous goods by rail; and Commission Directive 96/87/EC of 13 December 1996 adapting to technical progress Council Directive 96/49/EC.

European Communities (Processing of Personal Data and the Protection of Privacy in the Telecommunications Sector) Regulations.

Transposition of the European Parliament and the Council Directive 97/66/EC of 15 December, 1997 into Irish law.

European Communities (Restriction of civil subsonic Jet Aeroplane Operations) (Amendment) Regulations, 2000.

To transpose Council Directive 98/20/EC of 30 March 1998 amending Directive 92/14/EEC on the limitation of the operation of airplanes covered by Part II, Chapter 2, Volume 1 of Annex 16 to the Convention on International Civil Aviation, Second edition (1988).

European Communities (Interoperability of the trans-European high-speed rail system) Regulations, 2000.

To transpose Council Directive 96/48/EC of 23 July, 1996 on the interoperability of the trans-European high-speed rail system.

European Communities (Restriction of civil subsonic Jet Aeroplane Operations) (Amendment) Regulations, 2000.

To transpose Council Directive 99/28/EC of 30 March 1998 amending Directive 92/14/EEC on the limitation of the operation of airplanes covered by Part II, Chapter 2, Volume 1 of Annex 16 to the Convention on International Civil Aviation, Second edition (1988).

European Communities (Internal Market in Electricity) Regulations.

To transpose into Irish law the provisions of EU Directive 96/92/EC on the internal market in electricity.The main points of the S.I. will cover the management unbundling of the Transmission System Operator, the management unbundling of the Distribution System Operator, and the unbundling of accounts.

European Communities (Radio Equipment and Telecommunications Terminal Equipment and the Mutual Recognition of their Conformity) Regulations.

Transposition of the European Parliament and the Council Directive 99/5/EC on Radio equipment and Telecommunications Terminal Equipment into Irish law.

European Communities (Conditional Access) Regulations, 2000.

To transpose Directive 98/84/EC on the legal protection of television or Information Society services (e.g. publications over the Internet) which are provided on the basis of ‘conditional access' systems. ‘Conditional access' systems are systems which ensure that access to information or television services is in an intelligible form and is conditional on payment of a fee for reception. The main element of the S.I. is to impose effective sanctions, including civil remedies, against activities designed to gain illegitimate access to ‘conditional access' services.

Containment of Nuclear Weapons Regulations.

Administrative arrangements relating to the Containment of Nuclear Weapons Bill, 2000.

Transposition of Directive 98/93/EC on minimum stocks of crude oil and/or petroleum products.

European Communities (Merchandise Road Transport) Regulations 2000.

To consolidate all operator licensing requirements and procedures contained in a number of Acts and S.I.'s into comprehensive regulations made pursuant to the European Communities Act, 1972, prior to commencement of Section 23 of the Road Transport, Act, 1999.

European Communities (Road Passenger Transport) Regulations, 2000.

Air Services Authorisation (Amendment) Order, 2000.

To remove the ban on flights to Libya.

It is anticipated that the majority of these statutory instruments will be implemented by the end of this year.
