698 Mr. McGuinness asked the Minister for the Environment and Local Government if he will review the laws and regulations with regard to the issue of driving licences in an effort to ensure that those seeking new licences are skilled enough to take a vehicle onto a public road and that any person renewing their driving licence has also updated their driving skills. [20192/00]

The Road Traffic (Licensing of Drivers) Regulations, 1999, updated and consolidated the driver licensing regime in line with the requirements of EU directives on driving licences. These regulations will be amended to facilitate the introduction of the driver theory test in 2001. The driver licensing regulation operates within the harmonised provisions of relevant EU directives which do not envisage the imposition of further tests of driving skill and behaviour on renewal of driving licences.
