I propose to take Questions Nos. 828 and 829 together.

The information requested by the Deputy is as follows: heads approved by Government – Irish Film Board (Amendment) Bill, early this session; Housing (Gaeltacht) (Amendment) Bill, early this session; heads not yet approved by Government – Heritage Fund Bill, Arts Bill, Official Languages Equality Bill, Consolidation and Review of the National Monuments Acts, 1930 to 1994.

830 Mr. Quinn asked the Minister for Arts, Heritage Gaeltacht and the Islands the proposed statutory instruments being prepared in, or under the auspices of her Department; the proposed effect of each; and if she will make a statement on the matter. [19625/00]

The information regarding proposed statutory instruments requested by the Deputy is set out as follows:

The consultation process under the Broadcasting (Major Events Television Coverage) Act, 1999, which will lead to the preparation of a statutory Order, is under way. This is designed to ensure that events of major importance to society can be seen on free-to-air television.

Two statutory instruments are under consideration to extend the existing network of special protection areas required under the EU Birds Directive 79/409/EEC.

A statutory instrument is under consideration for the purpose of making certain technical amendments to the European Communities (Natural Habitats) Regulations, 1997.

831 Mr. Quinn asked the Minister for Arts, Heritage Gaeltacht and the Islands the Acts or sections or other provisions of Acts under the auspices of her Department or for the commencement of which her Department is responsible which have not commenced by reason of the fact that a commencement order has not been made; if she has any plans to make such an order in each case; if so, when; the reason for the failure in each case to make such an order to date; and if she will make a statement on the matter. [19640/00]

I refer the Deputy to my reply to Parliamentary Question No. 44 on Wednesday, 25 November 1998, in which I outlined those parts and-or sections of the National Cultural Institutions Act, 1997, which have already been implemented.

It is my intention that part II of the Act will be commenced in 2001. The remaining sections of the Act will be commenced as required and as appropriate.

832 Mr. Quinn asked the Minister for Arts, Heritage Gaeltacht and the Islands the directives issued under the treaties establishing the European Communities of which any provision coming under the auspices of her Department has not yet been transposed into law; if in each case such transposition will be effected by Bill or statutory instrument; if transposition is overdue in any case; if so, the steps, if any, taken by the European Commission by way of enforcement; and if she will make a statement on the matter. There are no such directives coming under the auspices of my Department which await transposition into law.
