37 Mr. Flanagan asked the Minister for Justice, Equality and Law Reform if a central record is maintained of the names and addresses of those to whom gun licences have been issued; the persons who have access to the record; and his views on whether the record is secure from third party access. I propose to take Questions Nos. 37 and 123 together.

The Garda Síochána are responsible for issuing firearm certificates to residents.

I have been informed by the Garda authorities that a central record of the names and addresses of residents to whom firearm certificates are issued is maintained on the PULSE system. I have also been informed that the system can only be accessed by approved personnel and that it is secure from third party access.

I currently have responsibility for issuing firearm certificates to non-residents. A record of every such certificate is held in my Department. It can only be accessed by approved personnel and it is secure from third party access.
