Question:

221 Mr. Callely asked the Minister for Tourism, Sport and Recreation if a club made an application for a sports national lottery grant, the basis on which this can be drawn down; and if he will make a statement on the matter. [21253/00]

Under paragraph 3.4 of the guidelines, terms and conditions of the sports capital programme it is stated that a project is deemed to be ineligible if work starts or a contract is signed before the Department's decision on funding is notified. In the absence of details of the particular case to which the Deputy refers, I am unable to make any further comment.

I am currently planning to invite applications for funding under the sports capital programme for 2001 in December next.

223 Mr. Callely asked the Minister for Tourism, Sport and Recreation if he will give consideration to appointing an officer in his Department to assist applicants for national lottery grants to complete their applications and submissions; and if he will make a statement on the matter. [21255/00]

The guidelines, terms and conditions of the sports capital programme, prepared following a comprehensive review of the programme in 1998, provide detailed and compre hensive assistance to those applying for funding under the programme. In addition, unsuccessful applicants are now informed, as a matter of course, of the reason for the decision in each particular case. Consequently, I am satisfied that existing levels of information and service provided by my Department's officials in relation to the sports capital programme are appropriate to the needs of applicants and to the equitable and objective administration of the programme.

*This figure includes provision of approximately £3 million for a small number of allocations to particular projects not yet finalised and pending formal grant approval.
Each year, when the allocations have been decided, all unsuccessful applicants are advised of the position regarding their particular application and they may apply under the following year's programme.
There are at present no other projects on hand in my Department. The sports capital programme for 2000 was announced in July and I am planning for the programme for 2001, while not yet announced, to be advertised before the end of the year.
