274 Mr. Quinn asked the Minister for Tourism, Sport and Recreation if he will list each appointment or nomination made by him to bodies, boards or organisations under the aegis of his Department since 1 July 2000; the method used by his Department in selecting people for such appointments; and if he will make a statement on the matter. 275 Mr. Quinn asked the Minister for Tourism, Sport and Recreation the number of appointments made by him to bodies, boards or organisations under the aegis of his Department since taking office; the number of these which were to full-time paid positions and positions in respect of which a fee is paid; the number in respect of which expenses are paid; if he has given considerations to any procedures for an independent system to examine or scrutinise appointments or nominations made by him; and if he will make a statement on the matter. The appointments or nominations made to bodies, boards or organisations under the aegis of my Department since I took office, the number of these which were to full-time paid positions, positions in respect of which a fee is paid, and the number in respect of which expenses are paid are as follows:

Appointments to the board of Bord Fáilte are ministerial appointments made with the consent of the Minister for Finance under the Tourism Traffic Acts, 1939 to 1998.
Irish Sports Council.

The board of the Irish Sports Council was appointed on 1 July 1999 for a period not exceeding five years as provided for in the Irish Sports Council Act. All appointments to the board of the Irish Sports Council, which com prises at present a chairman and 11 ordinary members, are ministerial appointments.

All appointments to the council of CERT, which at present comprises a chairman and 17 ordinary members, are ministerial appointments. Twelve of the current members have been chosen by the Minister on the basis of experience and expertise relevant to the work of CERT, and the remaining members are nominated by the vintner groups, the Irish Hotels Federation, SIPTU and the Restaurants Association of Ireland.

Minister of State, Deputy Ryan established a non-statutory national advisory committee on drugs in July last comprising 19 experts representing various disciplines in the field of drugs on the basis of nominations from relevant sectors and agencies.

The memorandum and articles of association allow for 12 board members. The chairman/board can make up to a maximum of six nominations to the board, and the remaining six nominations come from the Minister for Tourism, Sport and Recreation who nominates chairperson, Bord Fáilte, Dublin Tourism, Dublin Chamber of Commerce, Dublin Corporation and the Arts Council.

The memorandum and articles of association allowed the setting up of the company with seven board members and the trustees may from time to time register an increase of members. Members should be confined to and consist of the following: Chairman – nominated by the Minister; Department of Tourism Sport and Recreation; Bord Fáilte Éireann and The Arts Council and other suitably experienced persons, up to a maximum of eight, nominated by the four members named above.
The company was set up in March 1998 with the aim of organising Ireland's millennium celebrations around the concept of festivals. Festivals were funded in 1999 and again in 2000. The company will be wound up at the end of 2000 and this process is now under way.
I am satisfied with the arrangements currently in place for appointments to bodies under my aegis.
