99 Mr. D. Carey asked the Minister for Education and Science when a psychological assessment service will be available to Foxford primary school, County Mayo; if he has received an application for approval of a resource teacher for this school; if he has had considerations made into this application; if he will approve such appointment; the reason this school was deemed not disadvantaged in view of the fact that the secondary school across the road is deemed disadvantaged; and if he will make a statement on the matter. The national educational psychological service, is currently available to all second level schools in the country and approximately one quarter of all primary schools, including 29 primary schools in County Mayo. Unfortunately, Foxford primary school is not yet included in the service. However, the process of extending the service nationwide is continuing as additional psychologists are recruited.

My Department has received an application for resource teacher support in respect of a number of children with special needs attending Foxford primary school. This application is currently being examined by my Department's inspectorate. As soon as the inspectorate has reported, my Department will be in contact with the school authorities in relation to this matter.

Foxford primary school was considered for inclusion in the disadvantaged areas scheme when it was last expanded in 1994. However, the school did not rank high enough on the priority list to secure inclusion in the scheme on that occasion.

I attach particular importance to the issue of educational disadvantage. I will shortly be bringing forward proposals for a major initiative to address the needs of pupils who are encountering educational disadvantage in the primary system.

As a first step in this process, in April of this year, the educational research centre issued a comprehensive questionnaire to all primary schools, including the school referred to by the Deputy. Work on analysing the responses from schools is nearing completion and the results will allow for the identification of levels of disadvantage in every responding school. Based on the results of the survey, I intend allocating additional resources to the selected schools. Differing levels of intervention will include extra teacher support and-or extra funding depending on the nature and level of the need identified.
I expect to make a further announcement in relation to this matter shortly.
