156 Mr. Gormley asked the Minister for the Environment and Local Government the legislative measures required to introduce a tax or levy on plastic bags; when such legislation will be introduced; when consumers will be paying for plastic bags; and if he will make a statement on the matter. Primary legislation is required to give effect to the proposed levy on plastic shopping bags. It is intended to provide for this levy in the earliest appropriate legislative vehicle, with a view to it's implementation as early as possible in 2001.
