226 Mr. P. Carey asked the Tánaiste and Minister for Enterprise, Trade and Employment if her Department is responsible for the delay in allowing FÁS to pay the 5.5% PPF and 3% early settlers payments due to community training workshop staff from 1 October 2000 who have been advised that theses payments cannot be made until the end of November 2000; and if she will make a statement on the matter. Approval to pay the 5.5% PPF and 3% early settlers payments was given to FÁS in early October. The approval covered staff in the community training workshops.

An outstanding 2% increase under Partnership 2000 will be implemented this week in respect of CTW staff, following negotiations between FÁS and my Department. This increase preceded the PPF increases and has had the effect of delaying the implementation of the 5.5% PPF and 3% early settlers payments. CTW staff have been informed that every effort is being made to have the increases paid as soon as possible, but not later than the end of November.
