I propose to take Questions Nos. 699 and 703 to 705, inclusive, together.

The Government approved the drafting of a road traffic Bill on 26 July 2000, which will have the principal purpose of providing for a penalty points system. The Bill will also provide for some elements of random breath testing and the further refinement of the legal framework for the detection and processing of offences. The drafting of the Bill is proceeding as a matter of urgency, with a view to its publication by the end of the year.

To support the administration of the penalty points system, section 25 of the Road Traffic Act, 1994, will be commenced, at an appropriate time, to require the carrying of a driving licence while driving.
