6 Dr. Upton asked the Minister for the Marine and Natural Resources if he has yet received the report of the task force examining factors impacting on employment in the seafood sector; if he will publish the report; and if he will make a statement on the matter. [26924/00]

The task force on training and employment in the sea fishing and aquaculture industries is finalising its report. I expect to receive the report by the end of the year and I will publish it as soon as possible. The task force, represents all the key players in the seafood industry, as well as my Department and the Department of Social, Community and Family Affairs. The group has been engaged for the past year in detailed analysis of all the factors impacting on the creation and maintenance of employment in the catching processing and aquaculture sectors.

The terms of reference of the task force are to review labour market supply and demand in the industry and in coastal communities and to determine medium-term demographic and labour market projections; analyse the existing employment relationships and conditions of employment with particular emphasis on safety; examine the existing position in relation to remuneration, working time, continuity of employment, social insurance, health and other benefits; review training, qualifications and career structures; and make recommendations on actions needed and the financial and sectoral implications.

Since the task force began its work last year the overall climate has altered further with the acceleration of labour shortages and drift out of the industry. Processors and vessel owners are experiencing considerable difficulty in retaining and recruiting staff. In common with other sectors, recruitment of personnel from abroad is being actively explored to fill the critical gaps. In the current climate, therefore, the report of the task force will be timely in terms of informing cohesive strategies to make the seafood industry more competitive in the labour market environment.

The Minister, in reply to Deputy Connaughton on 17 October, said he expected the report to be available by the end of the year. When will the report be published? Will it be made available to Members and those involved in the industry?

The task force is finalising its work and I expect to have the report within weeks. I have no difficulty with publishing its contents.

Does the task force's remit cover the working environments in harbours under the jurisdiction of local authorities? Such harbours are not run by companies. They contribute to the seafood catch but do not have the resources to maintain an attractive base and working environment.

The task force has not examined the position in those harbours but I would be happy to consider them when I receive the report.
