Vol. 529 No. 1

Written Answers. - Water and Sewerage Schemes.

Denis Naughten

Question:

794 Mr. Naughten asked the Minister for the Environment and Local Government when funding will be approved for a sewerage scheme (details supplied) in County Roscommon in view of the fact that the proposals are currently with his Department and delays in approval of funding will directly impact on the utilisation of the rural renewal scheme; and if he will make a statement on the matter. [1278/01]

A revised brief for the expansion of the Ballyleague sewerage scheme was received in my Department last November, but has not been approved. The scheme is included in the list of water and sewerage schemes submitted by Roscommon County Council in response to my Department's request to local authorities to undertake a fresh assessment of the needs for capital works in their areas and to prioritise their proposals on the basis of the assessments.

In view of the level of competing demand and the need to prioritise individual proposals on a national basis, it was not possible to include all schemes proposed by local authorities in the water services investment programme, 2000-02, announced last July. However, this was the first phase of a rolling programme that will continue up to the end of the current national development plan in 2006. Further schemes will be added to the programme on an annual basis during that period. The Ballyleague scheme will continue to be considered in that context.

I propose to take Questions Nos. 795 to 800, inclusive, together.

A combined brief for all these schemes was received in my Department last November but has not been approved. The Elphin, Frenchpark, Ballinlough and Rooskey schemes were included as long-term objectives (2006-26) in the list of water and sewerage schemes submitted by the council in response to my Department's request to local authorities to undertake a fresh assessment of the needs for capital works in their areas and to prioritise their proposals on the basis of the assessment. The other two schemes were not included in the council's assessment. The priority lists were taken into account in the framing of the water services investment programme, 2000-02, announced last July. Given the priority rating afforded to these schemes by the council, the level of competing demands and the funding available, it was not possible to include them in the programme at that time.
