Question:

827 Mr. Ring asked the Minister for the Environment and Local Government if he will exempt vehicle owners from emission test under the NCT when their vehicles were not manufactured with the ability to pass the test; and if he will exempt car owners who purchased their vehicles only in the past five to six years. [1706/01]

Under the national car test scheme, the standards for exhaust emissions are directly related to the year of manufacture of the vehicles to be tested. Cars which are 30 years old or more are not required to undergo the NCT. The emission standards reflect the provisions of EU Directive 96/96/EC on vehicle testing and are mandatory. They are specified in the National Car Test Manual 1999, a copy of which is in the Oireachtas Library.
