Question:

143 Dr. Upton asked the Taoiseach the outcome to the review by the Central Statistics Office, An Bord Pleanála, local authorities and the Department of the Environment and Local Government regarding the number of planning permissions registered by the CSO in recent years. [30377/00]

In May 2000 an analysis by the Department of the Environment and Local Government suggested that the number of new dwelling units for which permission had been granted in 1999 and the first quarter of 2000 was considerably understated in the statistics compiled by the CSO from returns made by the local authorities and An Bord Pleanála.

A review of the series was undertaken to cover the year 1999 and the first two quarters of the year 2000. This was done by asking each local authority and An Bord Pleanála to submit for the periods involved a total for the number of final grants of planning permission in respect of new dwellings, and showing separately the total number of houses and apartments involved. This return was to be certified as accurate by a senior manager in the planning authority concerned.
To ensure that all such permissions were included and that there was no double counting of permissions which had been appealed, a detailed set of guidelines for the review system was drawn up by the CSO in consultation with the Department of the Environment and Local Government and An Bord Pleanála. Subsequently, it was decided to compile data for the third quarter of 2000 using the same approach applied in the review and to draw up revised guidelines to apply from the fourth quarter of 2000.
The returns are now almost complete for 1999 and the first two quarters of 2000 and estimates are shown in the table below. It is hoped to publish the final figures before the end of February.
