Question:

1022 Mr. Hayes asked the Minister for Justice, Equality and Law Reform if he has received an application for a staffing grant from an organisation (details supplied); if so, when a decision will be taken in respect of this application; the total level of funding that his Department has allocated to this centre since it was established; and if he will make a statement on the matter. 1023 Mr. Hayes asked the Minister for Justice, Equality and Law Reform when he will be in a position to provide capital assistance to an organisation (details supplied) in respect of its pro posals to extend its existing facilities; when a decision will be taken in respect of this application; and if he will make a statement on the matter. [1483/01]

I propose to take Questions Nos. 1022 and 1023 together.

As the Deputy may be aware, a capital grant scheme and staffing grant scheme for community not for profit group(s) are part of the Government child care funding initiatives administered under my Department's Equal Opportunities Child Care Programme 2000 to 2006.

A completed application form for a staffing grant was received in the Equal Opportunities Child Care section of my Department on 15 December 2000 from the organisation in question. With regard to this application, I have been informed by my Department's Equal Opportunities Child Care section that the application was forwarded to Area Development Management Ltd., on 18 December 2000. A technical assessment of this application will be carried out by ADM Ltd., prior to referral to the Programme Appraisal Committee. Once the assessment and appraisal process is complete, I will make a decision shortly thereafter. In the interim, it would be premature of me to comment further on the application.

In relation to a capital grant application, I have been informed by my Department's Equal Opportunities Child Care section that an application for a capital grant for community based-not for profit groups, under the Equal Opportunities Child Care Programme 2000 to 2006 to extend its existing facilities, has not yet been received from this organisation.

The organisation in question has been allocated funds totalling £167,000 under my Department's earlier child care funding programmes. This figure comprises capital grants totalling £60,000, a staffing grant totalling £80,000 and a grant towards organisational development, training and research totalling £27,000. All funds, with the exception of £10,000 from the staffing grant, have, to date, been drawn down by the organisation.

This organisation, together with another child care centre in the Dublin area, recently jointly produced a guide to best practice in child care entitled "Childcare: Policies and Procedures". This guide, which was part funded from the research and development grant committed to the project in 1999, will act as a valuable tool for child care service providers throughout the country.
