Question:

62 Mr. G. Mitchell asked the Minister for Tourism, Sport and Recreation if his attention has been drawn to the delays in the Chief State Solicitor's Office in relation to legal requirements for voluntary organisations which have been approved for receipt of State grants; and if he will ask the Chief State Solicitor to accept a solicitor's undertaking as evidence for payment of grants (details supplied). I am aware of delays in relation to the execution of deeds of trust, for the purposes of the sports capital programme. I have expressed my concerns to the Chief State Solicitors Office – CSSO – and my Department, in consultation with the Attorney General and the CSSO is currently examining ways in which the process might be expedited.

Meanwhile, in relation to the particular grant which is the subject of this question and about which the Deputy has been in touch with my Department, the position is that on 12 January 2001 the deed of trust was issued to the legal representatives of the organisation in question for signing and return to the Chief State Solicitor. As soon as the deed has been signed by my Department and the searches on the trustees have been completed by the CSSO, arrangements will be made to pay the grant.
