Question:

90 Mr. Sargent asked the Minister for Tourism, Sport and Recreation his views on whether difficulties in obtaining public liability insurance may be a factor in the lack of provision of sports facilities and playgrounds even though applicants to the sports capital programme do not mention such difficulties explicitly; and the assistance which can be given in the provision of playgrounds and sports facilities where local authorities are unable to provide them. In the years 1998, 1999 and 2000 I received approximately 4,400 applications from community and voluntary groups for grants under the sports capital programme. All these applicants were aware of the requirement of the programme to maintain satisfactory public liability insurance in respect of users, general public, etc., and none of them has ever indicated that this requirement posed any difficulties for them in their plans for the provision of sporting and recreational facilities. Difficulties in acquiring public liability insurance have not been raised with me or with officials in my Department in the context of the provision of sporting facilities. The provision of playgrounds and playground facilities is not covered by the sports capital programme.
