113 Mr. S. Ryan asked the Minister for Finance the number of persons recruited to the Civil Service by open competition in the grades of executive officer, administrative officer and third secretary (Foreign Affairs) in each of the years 1997, 1998, 1998 and 2000 to date; the number of assignments by grade made by the Civil Service Commission to Departments or offices; the number of assignments by grade made by the Civil Service Commission to Departments or offices in the case of people who had previously served in the Civil Service; the number of persons assigned by the Civil Service Commission by grade who turned up for employment in Departments or offices; the number of persons assigned by the Civil Service Commission by grade who turned up for employment in Departments or offices and who had previously been serving in the Civil Service; the number of persons assigned by the Civil Service Commission by grade who turned up for employment in Departments or offices and who are still serving; the number of persons assigned by the Civil Service Commission by grade who turned up for employment in Departments or offices who are not still serving; and in the case of staff who are not still serving, the average period of service of such staff. 114 Mr. S. Ryan asked the Minister for Finance if he will report, in respect of recruitment to the Civil Service in each of the grades of administrative officer and third secretary (Foreign Affairs) in each of the years 1997, 1998, 1999 and 2000 to date; the number of assignments by grade made by the Civil Service Commission to Departments or offices; the number of persons assigned by the Civil Service Commission to Departments or offices in the case of people who had not previously been serving in the Civil Service who commenced employment; the number of persons who commenced employment whose starting pay was the minimum of the scale; the number of persons who commenced employment whose starting pay was the second point of the scale; the number of persons who commenced employment whose starting pay was the third point of the scale; the number of persons who commenced employment whose starting pay was the fourth point of the scale; and the number of persons who commenced employment whose starting pay was the fifth point of the scale or higher. I propose to take Questions Nos. 113 and 114 together.

The following table sets out the position regarding the number of assignments made by the Civil Service Commission (including by open competition) to all Departments/offices for the grades of executive officer, administrative officer and third secretary (Foreign Affairs) in each of the years 1997, 1998, 1999 and 2000. A breakdown of these figures to identify the number of assignments by open competition is being sought and will be provided as soon as possible. The number of persons recruited to the Civil Service in those grades is only available in each Department/office and is not co-ordinated centrally.
The following information is only available in each Department/office and is not co-ordinated centrally: (a) the number of persons assigned by the Civil Service Commission (by grade) who turned up for employment in Departments or offices, that is, the number of persons recruited to the Civil Service in the grades referred to above; (b) the number of persons assigned by the Civil Service Commission (by grade) who turned up for employment in Departments or offices and who had previously been serving in the Civil Service; (c) the number of persons assigned by the Civil Service Commission (by grade) who turned up for employment in Departments or offices and (i) who are still serving, and (ii) who are not still serving, and in the case of staff who are not still serving, the average period of service of such staff.
It has not been possible in the time available to provide all the information in relation to my Department but the information available now is set out in the following table and the remainder will be provided in due course. It should be noted that the figures given cover all assignments by the Civil Service Commission to my Department. A breakdown between open and confined competition is being sought and will be provided as soon as possible.
With regard to the number of persons who commenced employment and whose starting pay was the minimum of the scale, the second point of the scale, the third point of the scale, the fourth point of the scale and the fifth point or higher, the information is only available in the Departments or offices concerned and also is not co-ordinated centrally. While the information for my Department is not readily available, it will be provided in due course.
