Question:

67 Mr. M. Higgins asked the Minister for Justice, Equality and Law Reform the proposals he has for a review of Garda training opportunities given the recent IPA report that found a high degree of scepticism and frustration about the lack of opportunity for internal training and development, particularly among the lower ranks; and if he will make a statement on the matter. [3179/01]

The report referred to by the Deputy is a survey carried out by the IPA on the perception of training within the Garda Síochána. This survey was an initial stage of a comprehensive review of management development and in-service training in the Garda Síochána.

Based on the survey findings, the IPA identified priority training needs for the future and made recommendations for restructuring of existing courses and for an enhancement of in-service training. The IPA has also recommended the development of a clear training and development strategy and the establishment of a specialist training development unit within the Garda college.

The IPA report has been endorsed by the Garda SMI Steering Group and steps are under way to develop and implement the findings.
