Regulations provide for the tapered withdrawal of the qualified adult allowance for claimants of certain welfare payments where the spouse or partner of the claimant is earning between £70 and £135 per week.
The relevant social welfare payments are unemployment benefit, unemployment assistance, farm assist, disability benefit, disability allowance, pre-retirement allowance, injury benefit, unemployability supplement, invalidity pension, retirement pension and old age contributory pension.
In view of the increases in the QAA provided for in this year's budget, it was necessary to extend the range of income over which the QAA is withdrawn to avoid a severe poverty trap. The recent budget therefore provided for an extension of the income range over which the tapering arrangements apply, from the current £70-£135 to £70-£145.
The level of qualified adult allowance varies from one payment type to another. In order to phase out the payment over the same income range for all payments, the withdrawal rates vary with the level of qualified allowance.
The new rates of tapered QAA for standard full rate payments are set out hereunder in tabular format. These rates will apply from early April. There are, additionally, various tapered QAA rates which apply to reduced rate benefits. These are not included in the tables as there are many such rates and only a small number of recipients concerned. If the Deputy is interested in obtaining details of these rates I can arrange for him to be supplied with the required information.
