Question:

53 Mr. Stanton asked the Minister for Agriculture, Food and Rural Development the number and location of Leader companies; his plans for the future of the Leader programme; the likely number and location of future groups; and if he will make a statement on the matter. [4252/01]

A total of 37 rural development groups were selected to deliver the Leader II programme currently being concluded. The names and rural areas served by the groups will be circulated with the Official Report.

In the period to 2006, Leader activity will be delivered through two mechanisms, being the EU Leader+ programme and the national rural development programme. A total amount of £117 million is allocated and both programmes are co-funded.

The EU Leader+ programme was submitted by my Department to the Commission last November in accordance with the Commission's guidelines. A period of five months is provided for examination of the programme by the Commission in the context of determining approval. At the same time, the Commission will give its final approval for the national rural development programme. My Department is in negotiation and discussion with the Commission to provide clarifications and additional material promptly so as to clear the way for programme approval at the earliest date possible.

In parallel, the selection procedure is under way to determine the groups to deliver the programmes. The formal appointment of groups and the allocation of funding will be decided by Government following receipt of the Commission's approval of the operational programmes.

The precise number of groups which will be appointed to deliver the programmes will be determined having regard to the Commission approval text. In addition, the findings of the task force on integration of local government and local development systems will have to be taken into account. The requirement is that overlap in delivery of local programmes should be avoided to minimise any duplication so as to maximise the allocated resources.
