Written Answers. - Horse Drawn Carriages.

Question:

158 Mr. G. Mitchell asked the Minister for Justice, Equality and Law Reform if he will ask the Garda authorities to clamp down on the improper and unlawful activities surrounding horse drawn carriage services in Dublin. [5128/01]

I am informed by the Garda authorities that each year since 1999, in the first two weeks of March, all licensed horse drawn carriages renew their licences at the Carriage Office, Dublin Castle. At the same time, all horses and carriages are inspected.

At the time of licensing, carriage operators are cautioned if they loan or rent their carriages to under age or unlicensed drivers, they will be brought before the courts and may have their licences revoked by the authorising officer. I understand that gardaí carry out criminal record checks on all licence applications and renewals.

The case referred to by the Deputy has been brought to the attention of the Garda authorities. I am further informed by them that initial inquiries at the Carriage Office do not indicate any complaint of the nature specified by the two parties referred to by the Deputy. I further understand that a member of An Garda Síochána will make contact with both parties in this regard.
